The NOOSE Cruiser is the NOOSE variant of the Police Cruiser.  It shares the chassis of the Police Cruiser (based on a combination of Ford Crown Victorias), it sports an LED strobe light bar in place of the Cruiser's spinning V-bar. The Police Cruiser has no superior performance compared to the Police Cruiser aside from firmer suspension. The NOOSE Cruiser is called out when a 3-star wanted level is attained, and is used to create roadblocks, replacing the Police Cruisers used in previous games for this purpose.  The car serves roughly the same role as the NOOSE Patriot, which is called in at higher Wanted levels.
