Those things aren't public domain they were just made for for the Resident Evil series. They don't exist in anything else, so why would you think they could be in a GTA game. GTA isn't a zombie game anyways. Giving people zombie powers would ruin the balance of gameplay. There is no Umbrella Corporation.
