His second appearance comes during the mission "Three Leaf Clover" when he is inside the Chinatown branch of the Bank of Liberty in Algonquin when it was held up by Packie and Derrick McReary, Michael Keane and Niko Bellic. After quietly conferring with fellow hostage Luis Fernando Lopez (who thought it was a bad idea to stand up to the robbers), he comments on his experience as a football player and says that "the world is built out of bad ideas" before drawing a concealed pistol and opening fire, killing Michael Keane. Packie and Derrick immediately kill Reaper in retaliation.

It is possible that Reaper was a special agent that worked for the same organization as Karen and United Liberty Paper as he is seen entering the building in which they both work during a cutscene for the mission Wrong is Right. Interestingly, if you were to play Three Leaf Clover before beginning U.L. Paper's mission strand, Eugene will still appear in the aforementioned cutscene.
