* make it in the middle east and have a really poor city and a really rich city like dubai or something. There should be all these terrorists in the poor city trying to wipe out the rich people in the rich city. They should be also fighting over oil. There should be lots of desert and many ancient relics and buildings in the middle of the desert along with gypsy villages.
