Out of Commission and Departure Time happen at the same time? were is the proof to support this? Departure Time happens last in all three stories no matter what ending takes place

Where is the proof to say it happens after GTA IV. The explosion in Out of commission is proof it happens during. Departure time is last if the deal ending is taken only.

we don't even know if that is bulgarin's jet the deal ending happens before Departure time and i think the revenge ending would to Whats the difference? departure time is the final thing to happen in all three stories
