Waka-Gashira Wipeout is the second mission played for Donald Love in Grand Theft Auto III.

Brief
Donald says one thing:
Nothing drives down real estate prices like a good old fashioned gang war, apart from the outbreak of a plague, but that might going too far in this case.
He notices that the Yakuza and the Colombian Cartel are always at eachother's throats. So he wants to spark a gang war between them, and to do that, he's sending you to kill the Yakuza Waka-Gashira, Kenji Kasen, while pretending to be a Cartel assasin.
The Mission
To start this off, get a Cartel Cruiser. Then drive to the multi-story car park in Newport. Start going up the car park stories and you'll arrive to the top story, there, the Yakuza and Kenji will be conducting a deal with the FBI and Ray Machowski. As soon as you're in the top story, both the FBI and the Yakuza will attack you, now whack Kennji!
BUT BEWARE! DO NOT GET OFF THE CARTEL CRUSIER! IF YOU DO, THEN THE MISSION IS FAILED! Simply drive through the Uzi gunfire and run over Kenji. Then, quickly drive off the ramp at the edge of the car park, do not get out the way you came in, since Yakuza soldatos will be waiting downstairs and they will surely destroy your car, if your Cartel Cruiser is destroyed, the mission is over, you fail!
When you are out of the car park. Drive the hell out of Newport before the Yakuza attacks you. When you're out of Newport, get out of the Cartel Cruiser. Mission complete.
Script

Donald Love: Nothing drives down real estate prices like a good old fashioned gang war, apart from the outbreak of a plague, but that might going too far in this case. I've noticed that the Yakuza and the Colombians are far from friends. Let's capitalise on this business oportunity. I want you to kill the Yakuza Waka-Gashira, Kenji Kasen. Kenji is attending a meeting at the top of multi-story car park in Newport. Get a Cartel gangcar and eliminate him! The Yakuza must blame the Cartel for this declaration of war!
(The New Port Car Park, Kenji Kasen and a Yakuza Man.)
(Claude arrives in a Cartel Cruiser.)
Kenji: What the-
Yakuza Man: Cartel assasin!
(Claude runs over Kenji.)
Kenji: AAAARGH!
Yakuza Man: He's killed Kenji! Bring the bastard down!
