Elmo

Elmo is the leader of the Loonies in the game Grand Theft Auto 2. Elmo is possibly mentally ill or just drugged up. The Loonies owe the Yakuza large sums of money but Elmo refuse to pay. Claude, under orders of Johnny Zoo, destroys the Loonies "Happy" gas tanks to send Elmo a message. Elmo than enlists Claude's help to destroy the Yakuza. After giving Claude several missions to establish trust, Elmo tells Claude to gas a Yakuza front which results in many of them becoming mentally ill. Both the Yakuza and the Loonies are not heard from afterwards which could be a result of a loose plot.

Elo only appears to have a head, with buckteeth, a missing eye from the right and a green eye from the left. He does not have any spoken dialogues.
