Mr. Black is a businessman who resides in Vice City and, during the events of Grand Theft Auto: Vice City, employs Tommy Vercetti as a hitman. The Vice City Police Department (VCPD) correctly believe that he runs a hitman business and have doubts over whether he is involved with money laundering. Mr. Black is the boss of Leo Teal, who Tommy kills and he takes Teal's phone, allowing for random contact with Mr. Black. Despite his criminal activities, the VCPD have no information on him. He does not appear in person in the game.

Mr. Black and Leo Teal are most likely a parody on the cult classic, Resevoir Dogs, a film where a group of complete strangers are assigned for a robbery. In the film each group are named after colours, which are represented by the surnames Black and Teal.
