The Window Washer is a vehicle exlusive to the http://gta.wikia.com/GTA_IV_Era. It is used to accend buildings in missions and free roam. It is the only fully controllable vehicle that you can't shoot from. You are required to use it in http://gta.wikia.com/Blood_Brothers and http://gta.wikia.com/Deconstruction_for_Beginners.
