Yusuf Amir is a 31-year old Arabic immigrant from Dubai in the United Arab Emirates. Yusuf is a multi-billionaire property developer, his most notable achievement being the "hanging gardens of Amir" - an apartment complex suspended by balloons over the Persian Gulf.
Background and Personality
Amir runs into some problems in Liberty City, as his business is being extorted by the Messina Family linked to the union. Yusuf's construction site in Castle Gardens for a "luxury condo tower" (which local groups criticized will "ruin the skyline of Castle Gardens") suffers union difficulties when he refuses to be blackmailed, but bystander Playboy X attempts to interfere to become a silent partner in Amir's business. Playboy X hires Niko Bellic to clear out the mobsters as a favour to Amir, but after the murders take place, it is clear that Amir doesn't want anything to do with Playboy. He offers to build a memorial on the site to honor the union workers killed by on-the-job accident. He shuts down the site following the accident, however this is likely only for a few days as he is seen overseeing on going work.
Yusuf Amir was born in 1977 (making him 31 in the game) in Dubai, UAE to Abdul Amir, an extremely wealthy real estate developer. Throughout his life he seeks to impress his father, a highly conservative businessman who frowns upon Yusuf's life as "a reckless orgy of sex, drugs and spending". He was likely born wealthy, as he claims to have had a golden train set as a child.

In 2008, during Grand Theft Auto IV, he moved from Dubai to Liberty City to further develop luxury properties. His first project's construction site was locked down by Messina crime family construction unions, until Playboy X hired a mercenary to kill them all hoping to gain favor with Yusuf. He would not meet with Playboy, instead temporarily shutting down the site and building a memorial for the workers.

He wants to franchise "Gay" Tony Prince's nightclub Maisonette 9, and hires Prince's bodyguard Luis Lopez as a mercenary. Yusuf is used as a plot device to symbolize extreme wealth, materialism and the temptation for Tony and Luis to sell out their beliefs (especially in the ending). Unlike Ray Bulgarin, whose character shares some of these themes, Yusuf is a "good guy" and comic relief in that he is clearly out to help Tony and Luis.

He takes a very fast shining to Luis in particular, seeking to impress him with his possessions and sometimes white lies (for example, in High Dive he claims that 1 week ago he was exhausted from test driving "sexy cars" and for 2 weeks, flew to Vice City with prostitutes). After only meeting Luis twice in Sexy Time, he is quick to say that they are like "brothers". Towards the end of the game, he gives Luis his gold-plated Super Drop Diamond and brings his machine gun helicopter to aid Luis in a large gunfight, very rare and profound of his otherwise selfish nature.

Amir saw potential in franchising Anthony "Gay Tony" Prince's nightclub, Maisonette 9, which was completely ignored by Tony. He later gave Luis a call, saying he should drop by his house sometime. He tasks Luis with some over-the-top tasks including blowing up a yacht and stealing a chopper, confronting two old friends, and stealing a tank. He finally asks Luis to steal a train car so it can be shipped overseas to feature in a Liberty City-themed Hotel and Casino that he is planning on building. His goal is to find a way to please Abdul Amir, his father. Even if that means stealing him a rare helicopter, building the tallest skyscraper in Liberty City, or stealing a tank.

At last, when Luis was going after Ray Bulgarin, Yusuf called Luis, though Luis said that there was nothing he could do. Yusuf ignored him and flew to Luis in his golden Buzzard. He blew up all of Bulgarin's henchmen, allowing an easy and clear path for Luis to Bulgarin. After Bulgarin was killed, he met with Tony and Luis at the Monoglobe. He once again asked Tony to franchise his clubs, to which Tony responded that the club is for the people, which Yusuf mocked. Yusuf is extremely full of himself and very materialistic and fond of gold things including his Gold-plated helicopter, Gold-plated SMG, Gold-plated cellphone and his unique gold-plated Super Drop Diamond convertible, but he is still also generous and caring, and he does a lot for Luis.
