The Police, (and all other forms of law enforcement in the Grand Theft Auto series), have been protrayed as corrupt, lazy, reckless drivers, stupid, selfish, incompetent, and trigger-happy, although the levels of these vary greatly between each game.

In the GTA III era, police would kill the person they're trying to arrest with either a gun or nightstick, no matter who it is. In the GTA IV era, the police generally not brutal. When they are chasing a criminal, when they get close they will pull out a gun but not shooting at him. Then, a police car will come and usually the criminal and police officer generally enter and leave. Sometimes the criminal will try to escape. If the criminal pulls out a gun and tries to kill an officer, the officer will pull out and shoot in self-defense.
