Dave Norton is an agent with the [[Federal Investigation Bureau]]. Agent Norton was assigned to the case against [[Michael De Santa|Michael Townley]] and [[Trevor Philips]]. [[Prologue (GTA V)|During the North Yankton heist]] in 2004, Norton was at the farm to ambush Michael, Trevor, and their accomplice [[Bradley Snider|Brad Snider]] with a sniper rifle. Norton shoots Michael and Brad while Trevor escaped. Brad died from his gunshot wound while Michael survived. In a off-the-books plea deal, Michael would fake his death and his family would be moved to [[Los Santos in GTA V|Los Santos]] under a new surname, De Santa, while Brad was buried in Michael's place. During that time, Agent Norton posed as Brad whenever Trevor wrote to him in prison to maintain the illusion that he was still alive.

When Michael and his protege [[Franklin Clinton]] [[The Jewel Store Job|rob the Vangelico jewelry store]], Norton comes to Michael's house to warn him that this will attract Trevor's attention. Indeed, Trevor [[Fame or Shame (mission)|shows up unexpectedly at Michael's house]], and Michael calls Agent Norton on how to handle the situation. Agent Norton tells Michael that he has to help him and his superior [[Steve Haines]] in their covert operations, bringing on Trevor and Franklin in the process.
