The Dollar is the currency used in the Grand Theft Auto series, represented by a $. This is the closest a player gets to earning 'points', as is the case in other games.
This is most likely representative of the US Dollar used in the United States of America, due to that being the setting for all but two GTA games to date. It is directly said so by an employee in Area 69 during the mission Black Project.
