Drive quickly in front of the driver and as you are doing so, release one of the stinger traps. The driver flees, giving you the opportunity to steal the [[Stratum]]. Get out of the modded vehicle, and then Carl's [[Cell Phone|phone]] will ring. Carl informs Cesar about what happened, and tells Cesar that he'll fix the Stratum. After an interesting cutscene, Carl would automatically be in the Stratum.
