United Liberty Paper is a mysterious organisation that has authority in Liberty City in GTA IV. Almost no information is given through in-game content other than, "They aren't the good guys, but work along side with the good guys". They are also not part of the FIB. Although a physical manifestation of the organisation remains elusive throughout the story, it becomes somewhat evident what their job is: all of the missions given by U.L. Paper have something to do with halting terrorist activity within the city.

Niko Bellic is introduced to the organisation by Karen, an undercover agent working for U.L. Paper.
