United Liberty Paper (U.L. Paper) is a cover for a government-related organization in GTA IV.

They have a huge amount of influence and authority in Liberty City. Almost no information is given through in-game content other than they aren't the FIB. Also, the mysterious man says, "It's hard to tell who the good guys are. I'm not a good guy, but I work with the good guys." This probably means that the organisation in an unofficial government organisation that does the dirty work for the government. The contact says that if they were the FIB, they would be homosexual. The organization offers several missions related to stopping terrorist activity.

Niko is drafted in as undercover hired help after discovering his girlfriend Michelle is actually Karen, who works for the organisation.

Niko's contact at U.L. Paper is a middle-aged man with spectacles, who proclaims to have had a military career prior to his employment in the UL Paper organization. It's revealed in the first mission cutscene that Niko does for the contact that contact speaks Serbian, the language of Niko's homeland. He addresses to Niko that America is "Just like the old country" which Niko replies "Yeah".

Niko uses the organization to find Florian (Bernie Crane), but discovers he should actually be hunting for Darko Brevic, who ultimately gets delivered to him.

Identity

Although the actual organization remains elusive throughout the story, all of the missions given by U.L. Paper involve halting terrorist activity within the city. The organization is probably not the CIA or NSA, as they are more concerned with gathering intelligence. The Department of Homeland Security is the most logical identity of the mysterious UL Paper organization, as it deals with stopping domestic terrorism and threats to US soil.
