Throughout [[GTA IV]]'s storyline,the identity of the mission contact at U.L. Paper is never revealed.However,fan theories have been sprouted hinting that he may actually be [[Mike Toreno]].This is thought because Their image does look generally the same and there are reasons for the differences between the two:
*The hair of the two are slightly different but it has been sixteen years since [[GTA SA]].
*The voices are actually much different.However this could also be explained by the aging as well as the Fact Mr.Paper has been seen smoking.
*The fact U.L. Paper wears glasses is quite easy to determine.This is most likely because  Toreno's vision has faded since '92.
*The fact That Mr.Paper is in [[Liberty city]] and not [[San Andreas]] could be because he was assaulted by [[CJ]] after [[GTA SA]].
Dispite all this,[[Rockstar Games]] said little to nothing about his identity  being Toreno.Most still suspect Toreno and Mr.Paper are one.Mike never did say who he worked for and that works as more evidence.Not to mention their attitudes and clothing are identical.There is still no confirmation to this fan speculation.

United Liberty Paper (U.L. Paper) is a cover for a government-related organization in GTA IV.

They have a huge amount of influence and authority in Liberty City. Almost no information is given through in-game content other than they aren't the FIB. Also, the mysterious man says, "It's hard to tell who the good guys are. I'm not a good guy, but I work with the good guys." This probably means that the organization in an unofficial government organization that does the dirty work for the government. The organization offers several missions related to stopping 'terrorist' activity.

Niko is black-mailed into working for the organization after discovering his girlfriend Michelle is actually Karen, who is in a similar predicament.
