Frank Rodriguez
Frank Rodriguez (born December 8, 1960 in Montevideo, Uruguay) is an actor and voice actor who voiced Hector Hernandez in Grand Theft Auto: Vice City Stories. He has also lent his voice to video games ToCA Race Driver and Max Payne 3.
