Philip Michael Thomas (May 26, 1949 in Columbus, Ohio) is an American actor and voice actor who is best known for his portrayal of Ricardo Tubbs in the 1980s hit television series Miami Vice and the Miami Vice film. He also provided the voice of Lance Vance in both Grand Theft Auto: Vice City and Grand Theft Auto: Vice City Stories.
