Despite being based on Liberty Island, Happiness Island isn't very secure - there are only a few cops on the island, and no reinforcements should arrive (apart from helicopters) as the island is surrounded by water. It is surprising, however, that Police boats do not dock on the island to let officers off to try to kill or arrest Niko. | Despite being based on Liberty Island, Happiness Island isn't very secure - there are only a few cops on the island, and no reinforcements should arrive (apart from helicopters) as the island is surrounded by water.
