::Meh, late reply. Most cheats do not prevent completion of 100%. The only cheat that is known to do that is the peds riot cheat. There have been so much assumptions on the Internet that using cheats that are programmed into the game prevent the completion of the game. Those that assume did not prove how or why. I have been fiddling with the games for such a long time and I can tell you that what I said in the first post are the ones causing the game to go nuts.
