Ned Burner is a resident of [[Staunton Island]], [[Liberty City in GTA III Era|Liberty City]] and a reporter for the [[Liberty Tree]] newspaper. Burner is known for getting a number of scoops and gains information through e-mail contacts, including [[Maria Latore]], and by hiring people to create news headlines for him to report on. In [[1998]] he impersonates a priest in a confession box at a church in [[Bedford Point]] and hires [[Leone Family]] made man [[Toni Cipriani]] to cause chaos in the city. Burner hires Cipriani to [[L.C. Confidential|kill]] a federal witness, [[The Passion of the Heist|stealing]] diamonds, [[Karmageddon|creating chaos]] on the city roads in a [[Firetruck|firetruck]] and then [[False Idols|kill]] film stars [[DB-P]], [[Black Lightman]] and [[Faith W.]] for refusing to give an interview to the Liberty Tree newspaper. Ned Burner later goes to [[Shoreside Vale]] where he witness the [[Panlantic Land Grab|murder]] of [[Avery Carrington]], committed by Cipriani and [[Donald Love]], who later hires Toni to [[Stop the Press|kill]] him. Cipriani later [[Morgue Party Resurrection|steals]] both Carrington and Burner's corpses, taking them to Love's private jet as an in-flight dinner for Love.
Ned impersonates a priest in a confession box in order to trick [[Toni Cipriani|Toni]] into doing missions for him, which are meant to cause chaos. This way, Ned will be the first to report on the destruction Toni causes, since he is the one who told Toni to do it. Among the obscene jobs Burner tricks Toni into completing involve killing a federal witness, stealing diamonds, and slaughtering three celebrities in town for a movie premiere (allegedly because one of them refused to give Burner "an exclusive").
 
Burner is eventually killed by Toni when he witnesses Toni murdering [[Avery Carrington]]. His and Avery's corpses are loaded onto Donald Love's jet as he flies out of town, presumably as an in-flight dinner for [[Donald Love|Love]].
