Doctor Zel is a character in Grand Theft Auto: London, 1961 and Grand Theft Auto: London, 1969. Doctor Zel is selling some paintings, with the protagonist buying some of the paintings for Jack Parkinson. However, the Special Branch are now involved in the scheme and Parkinson wants Zel dead. The protagonist then picks up Zel from the pub and dumps him into the water, killing him.
