The Truth, wary of the government's nearby [[Restricted Area|secret base]] and Carl's involvement with undercover agent [[Mike Toreno]] scares Carl with his appearance and asks him to sneak into the base and steal the "Black Project". Carl manages to [[Black Project|infiltrate the base and steal]] the "Black Project", a [[Jetpack|jetpack]] which cost [[Money|$]]60 million to create. Carl then meets up with Truth on the top of [[Arco del Oeste]], handing over the jetpack before being abandoned by Truth, eager to test out the jetpack.
