Hi there, Welcome to Grand Theft Wiki, and Thanks for your contributions! There is no "formal procedure" for removing cleanup templates, you were right to simply remove the template when you believed that the article had sufficient cleanup. If you're ever unsure, of course you can always ask on the talk page.
