Tannner is an undercover Liberty City Police Department police officer who, in 2001, works undercover as Asuka Kasen's driver. When Asuka discovers this, she sends Claude to kill him, with Claude successfully killing him on the streets of Staunton Island. He is a reference to GTA rival Driv3r's protagonist, Tanner, and even made Tanner run like a female pedestrian in the game because of the criticism of Tanner walking like a girl.
