CAPS.DAT is a binary cache file in the
\data\ directory of Grand Theft Auto III and Grand Theft Auto: Vice City. It stores information about the capabilities of the user video card. This file does not appear upon installation. It is generated along with
txd.img once you run the game for the first time. The file is regenerated alongside the texture cache if the video card capabilities change between game runs.
