Elmo
Elmo was a resident of Anywhere City and the leader of the Loonies. The Loonies owe the Yakuza a large sum of money, resulting in Yakuza leader Johnny Zoo employing Claude Speed to destroy the Loonies "happy gas" tanks as a warning. Elmo later employs Speed to work against the Yakuza. Speed, who worked the Yakuza and Trey Welsh of The Zaibatsu Corporation, weakened the Loonies, leading Elmo to team with Zoo and Welsh attempting to kill Speed, who manages to kill all three gang leaders. Elmo's name is a reference to the Sesame Street character of the same name.

Emmet
Emmet is a resident of Los Santos, San Andreas, the owner of a small gun dealership in Willowfield and a member of the Seville Boulevard Families, a sub-sect of the Grove Street Families. Carl Johnson and Big Smoke visit Emmet in 1992 when Carl suggests Emmets gun dealership may be able to help in their gun supply, although Smoke and Ryder stopped buying guns from him as they were out of date. He helps Carl, mistaking him for his deceased brother Brian, and Smoke with target practice and later leaves pistols for Carl at his gun dealership. Emmet also suggests that he does not have a licence to sell guns.

Aunt Enid Aunt Enid is the aunt of Victor, Lance and Pete Vance. In 1984 she sends Victor updates about herself and his brothers after he was transferred, when Victor had been transferred to the military base in Vice City.

He tells the Liberty Tree that the use of rocket launchers in the city may suggest there is a problem. Manny Escuela
Manny Escuela was a thirty-five year old resident of South Bohan, Bohan, Liberty City and an ex-convict attempting to change his ways and clean up the streets of Bohan. Escuela was a member of the Spanish Lords and a drug dealer until being arrested and after his release he opened a youth center, out of which he runs a youth outreach program. Escuela hires Niko Bellic, after being introduced to him by childhood friend Mallorie Bardas, to help clean the streets of Bohan, following with his cameraman Jay Hamilton to take the credit. He later attempts to confront local drug dealer Elizabeta Torres who, in a paranoid cocaine-fueled rage, kills Escuela and Hamilton, with their bodies being taken to a doctor who was to dissect their bodies and sell their organs on the black market.

Ilyena Faustin is a resident of Liberty City, originally from Russia, the wife of Mikhail and the mother of Anna. She first meets Niko Bellic whilst he works for her husband and later meets him again, after her husbands death, and asks him to scare off her daughters new boyfriend, who she believes is trying to convince her daughter into becoming a stripper.

Mikhail Faustin
Mikhail Faustin was a forty-five year old resident of Beachgate, Broker, Liberty City, originally from Russia, the husband of Ilyena and the father of Anna. He leads the Faustin Family, part of the Russian Mafia, and owned the Perestroika cabaret club. Mikhail had become paranoid due to drug abuse and his anger resulted in the deaths of a number of people at the hands of employee Niko Bellic. His paranoia and the death of Lenny Petrovic led to his own death on orders from Dimitri Rascalov in his attempts to bring peace with Kenny Petrovic.

Bryan Forbes
Bryan Forbes was a resident of Vice City and an undercover agent for the FBI or DEA. He employs Victor and Lance Vance, including as a decoy before being taken hostage by Victor and Lance. Forbes begins to give the brothers information to help them but manages to escape by sending the brothers to the White Stallionz bar. The Vance brothers survive and Victor hunts down and kills Forbes. He is also known as Agent BF.

Giorgio Forelli Giorgio Forelli, also spelt Georgio Forelli, is a resident of Liberty City and a member of the Forelli Family. He was the cousin of former Don Sonny Forelli and had a relationship with Reni Wassulmaier, who he attempts to kill in 1984, although he is thwarted by Vance. He also attempts to kill Barry Mickelthwaite and Phil Collins after Mickelthwaite fails to repay his loan. In 1986 he had been put on trial for fraud with lawyer Ken Rosenberg hiring Tommy Vercetti to intimidate two jurors.

Sonny Forelli
Sonny Forelli was a resident of Liberty City and the Don of the Forelli Family. He sent Tommy Vercetti in an ambush in 1971, although Vercetti survived and was released in 1986, with Sonny sending him to Vice City to get the family involved in the narcotics trade. Vercetti loses Sonny's money when a deal is ambushed by Ricardo Diaz' men. Sonny frequently reminds him to repay the money and later sends a man to collect some money before personally coming to the city. He confronts Vercetti in his mansion and is joined by Lance Vance, although the two are eventually killed.

Dwayne Forge
Dwayne Forge is a thirty-five year old resident of Liberty City, son of Mr. and Mrs. Forge, and the former leader of the North Holland Hustlers gang. He was arrested in the 1990s for drugs possession and was released from prison and began to work against his former protégé and new gang leader Playboy X and hires Niko Bellic to take back his former club, The Triangle Club. Forge's actions, however, begin to go against the interests of Playboy and the two each hire Niko to kill the other. The player has the option to kill or spare Forge's life.

Cris Formage Cris Formage is the founder of the Canary Islands based Epsilon Program, a cult described by Formage as 'a fellowship of like-minded adults who tithe money in exchange for salvation and merit badges'. In 1992 he is interviewed by Lazlow on West Coast Talk Radio's Entertaining America, claiming to have formed that day from two eggs laid by twins. He is a rival of Darius Fontaine, founder of Inversion Therapy. Lazlow later describes him as a 'alcoholic turned self-deifying cultist'.

For this, OG Loc and Carl Johnson chase him throughout the city, eventually killing him.

Uncle Fu is a resident of San Andreas and and the leader of his own gang. He is believed to be one hundred and thirty years old and was responsible for the death of the Tang Dynasty and has a police record for stealing fire from the gods, witchcraft, extortion and murders. Fu hires the protagonist of Grand Theft Auto 1 to help him in his business.

Glebov ran a protection racket and loaned Roman Bellic money to establish himself in the city, with Glebov also having an affair with Roman's girlfriend Mallorie. Glebov hires Niko Bellic to help improve his status with other Russian gangsters, such as Mikhail Faustin. Niko later kills him and dumps his corpse in the Humboldt River. William Grey was a thirty-seven year old resident of Liberty City and leader of The Lost Brotherhood motorcycle gang. He was, according to the Liberty City Police Department Database, responsible for some of the worst violence between The Lost Brotherhood and the Angels of Death before being incarcerated on a drugs felony caused by his heroin addiction. He was released in 2008 and took control of the gang, ordering Johnny Klebitz and other members do various tasks, including stealing drugs from the Angels of Death. Grey sets up a deal with the Triads to sell them the drugs but is arrested after the Triads turn against him. He agrees to testify against The Lost Brotherhood whilst in prison but is killed by Klebitz whilst in the Alderney State Correctional Facility.
