Vulcar is an automotive manufacturer in Grand Theft Auto IV. Vulcar is most likely the GTA analogue of Volkswagen, as the Vulcar Ingot is strongly based on the Volkswagen Passat Mk4 station wagon. However, the I'm Not a Hipster Update for Grand Theft Auto V reveals that the company is Swedish, possibly making it a pastiche for Volvo. Their name appears to be a play-on of "vulgar", (meaning gross and inappropriate) and "car".
