OFLC (NZ)

The Office of Film and Literature Classification (OFLC) is the government agency in New Zealand that is responsible for the classification of all films, videos, publications, and some video games in the country. It once shared a name with the Australian agency, which is now known as the Australian Classifacation Board (ACB)
Grand Theft Auto game ratings
Almost every game in the Grand Theft Auto series apart from GTA Advance and GTA Chinatown Wars has been rated R18 by the OFLC in New Zealand; a rating for GTA Advance is not found in their database, so its actual rating is unknown. Both the first and second versions of GTA San Andreas were granted the R18 rating.
