Hole has been the Mayor of Liberty City since [[1992]], meaning he served one full term (1992-6) and half of his second term (1996-8). He was re-elected in 1996, despite two scandals. One of his opponents was [[Miles O'Donovan]], who would succeed him as Mayor. Hole is seen wearing a light blue tracksuit jacket and dark blue tracksuit trousers with a white scarf in the mission [[A Walk in the Park]].

Hole had raised taxation, reduced public expenditure, increased bureaucratic costs and kept [[Liberty City]] in the national news. It is suggested on the Grand Theft Auto: Liberty City Stories website that Mayor R.C. Hole had sex with at least two under age females. A court case was brought against Mayor R.C. Mayor R.C. Hole was at the time just looking to see out his term as Mayor of Liberty City and retire from politics.

Roger C. Hole (?-1998) is a minor character in Grand Theft Auto: Liberty City Stories. He is the Mayor of Liberty City.
