Ahmed Khalil is a close friend of property developer Yusuf Amir. During The Ballad of Gay Tony, he and associate Tahir Saeed set up a deal with NOOSE forces to try and get wiretap evidence on Yusuf in order to assume control over the business. Yusuf suspected something when the backstabbing business partners arranged a meeting with him on the observation deck of Rotterdam Tower, so he sent Luis Lopez up to the deck. After pushing Tahir off the deck and chasing Ahmed to the top of the tower as well as fending off NOOSE, Luis cornered Ahmed, who gave Luis a parachute as well as his nefarious plan. Luis pushes Ahmed off the building, sending him a thousand feet below.
