Ahmed Khalil (1963 - 2008) is a character in the Grand Theft Auto series appearing in The Ballad of Gay Tony.
Ahmed is a close friend of property developer Yusuf Amir. Yusuf has Ahmed wait for Luis Fernando Lopez to arrive with the Buzzard during the mission Sexy Time.
Shortly after Ahmed and associate Tahir Saeed set up a deal with NOOSE to try and get wiretap evidence on Yusuf in order to assume control over the business. They set up the meeting with him on the observation deck of Rotterdam Tower. Yusuf suspected something when he noticed how paranoid and anxious Ahmed seemed over the phone, so he sent Luis Lopez up to the deck.
When Luis confronted the two Tahir buckled under the pressure and assumed out loud to Ahmed that Luis knows what they're planning. Luis holds Tahir over the edge of the building and demands to know what's going on. Ahmed runs off and Luis flips Tahir over the edge where he eventually lands on a taxi.
Luis pursues Ahmed to the tip of Rotterdam Tower (killing NOOSE officers and destroying a few Annihilators along the way). When Luis reaches the tip, Ahmed gives him his parachute and tells him they just wanted Yusuf. Luis makes a threatening advance towards Ahmed and he falls from the building to his death.
