Character history

Lance is, in 1999, a resident of the Downtown District of Anywhere City and an associate of Loonies leader Elmo. Claude Speed meets Lance while trying to steal a Dementia Limousine from the police compound. Lance is paid $1,000 to distract the guard, which allows Claude to steal the limousine.
