Winston Cole is, in 2001, the chief engineer and project director of the Porter Tunnel, which links the Portland, Staunton Island and Shoreside Vale areas of Liberty City. In March 2001 he tells the FBC Financial Group that the tunnel was at least six months behind schedule with the tunnel gradually opening in October 2001 (six months later).
