Eugene is a character in the 3D Universe who is mentioned on the official website for Grand Theft Auto: Vice City.^[1]

Character history

Eugene is, in 1986, a resident of Vice City who owns a restaurant and works as an interior designer. He is romantically involved with chef and hitman Leo Teal, who may work at Eugene's restaurant, with the Vice City Bureau of Investigation seeing him as a possible way to get to Teal. Teal, however, is involved in "dubious practices" with Moweesha as well suggesting that their relationship, at least in Teal's view, is not serious. Eugene is said to like the beach, Thailand and knives.
