Edward "Eddie" Pulaski is a character in the 3D Universe who appears as a quaternary antagonist in Grand Theft Auto: San Andreas. A member of the policing unit for Community Resources Against Street Hoodlums, alongside corrupt leader Frank Tenpenny and rookie Jimmy Hernandez, he is voiced by the late Chris Penn.

Character history

Before 1992

Pulaski was born in an unknown location in the United States of America and, at some point prior to 1992, joined the Los Santos Police Department. He later joined the Community Resource Against Street Hoodlums division under the leadership of Frank Tenpenny, who slowly turned him into a corrupt police officer, viewing the job as more 'percentages' and keeping the gangs in the city on an equal footing. The two were also joined by Ralph Pendelbury, who did not share their views and began talking to internal affairs. Pulaski and Tenpenny were then joined by Jimmy Hernandez, who was then 'initiated' into their criminal activities by killing Pendelbury while being held at gun point by Tenpenny.

Life with Carl Johnson

Pulaski, alongside Tenpenny and Hernandez, is first seen arresting protagonist Carl "CJ" Johnson in Ganton on his return to Los Santos from Liberty City for his mother Beverly's funeral. The three then drive Carl around the city's poorer neighborhoods and hand him the gun that Hernandez had used to kill Pendelbury ten minutes previously, thus giving them leverage over Carl. The three then throw him from their moving police car, leaving him in Jefferson, a part of the city controlled by Carl's rivals, the Ballas. The three, after throwing Carl out of their car, return to the scene of Pendelbury's murder. Pulaski continues to work with Tenpenny and Hernandez, personally overseeing the involvement of greedy high-ranking Grove Street Families members Melvin "Big Smoke" Harris and Lance "Ryder" Wilson in the death of Carl's mother Beverly, committed by the Ballas, who Smoke and Ryder had allied themselves with under pressure from Tenpenny, while remaining high ranking members of the Grove Street Families.

Pulaski begins to go to Smoke's house in Idlewood and meets Carl briefly but meets him again at Smoke's house where Tenpenny reminds Carl that he knows 'everything' about him and that he has his eye on him. Smoke, however, brushes these off by saying that Tenpenny and Pulaski won't leave him alone due to his connections with the Grove Street Families and has Carl help him kill Los Santos Vagos gangsters making a deal with the San Fierro Rifa. Carl also meets Tenpenny, Pulaski and Hernandez at Ryder's house in Grove Street where they tell them of a train loaded with weapons coming into the city, which Carl and Ryder then attack, taking the weapons.

Tenpenny and Pulaski, after helping Smoke and Ryder, begin to put pressure on Carl to work for him and first use their leverage to have Carl kill a Los Santos Vagos 'cop-killing' gangster, which he does. Tenpenny and Pulaski then have Carl disrupt a meeting between the Ballas and Russian Mafia, with Carl killing everyone in the building. Carl then begins to work with others but is later called by Mexican-American Varrios Los Aztecas gang leader Cesar Vialpando, his sister Kendl's boyfriend, who asks him to meet up in an alleyway in Verdant Bluffs. Cesar and Carl then witness Tenpenny, Pulaski, Smoke and Ryder unveil the green Sabre used in Beverly's death. Carl then remembers his brother, Sweet, who had gone to Mulholland Intersection for a shoot-out against the Ballas. Sweet is shot during the shooting and the Los Santos Police Department arrests him after ambushing the area.

Badlands and San Fierro

Sweet is taken 'upstate' by the police but Carl, also present at the shooting, is taken by Tenpenny, Pulaski and Hernandez to Angel Pine in Whetstone. They have him kill and then photograph an old police officer being protected by the FBI in a cabin on Mount Chiliad, as he is about to turn state's evidence against Tenpenny.

Carl later moves to San Fierro after winning a run down garage in Doherty. Shortly after arriving he is contacted by Tenpenny who has him go to the Vank Hoff Hotel in the Financial district to take a DA's car, while working as a valet, to put some of aging countryside hippie The Truth's old marijuana, from his farm. Carl then phones crimestoppers to inform them of the DA, who is threatening to expose Tenpenny and Pulaski. The San Fierro Police Department then turn up and arrest the DA for possessing the marijuana. Tenpenny and Pulaski then turn up at Carl's garage and have him follow a journalist on his journey to Los Santos where he meets his informant. Carl then kills the two to again protect Tenpenny and Pulaski.

End of C.R.A.S.H.

Carl continues to enjoy life in San Fierro before moving out into Tierra Robada and Bone County, and then settling into Las Venturas. He is contacted again by Tenpenny and Pulaski from a house in Prickle Pine. Tenpenny informs Carl that despite their efforts, the corrupt officers are in grave jeopardy. He then asks Carl to go to Aldea Malvada, a ghost town, to collect a dossier and kill the DEA and FBI agent, which Carl does. He later meets the two at Las Brujas, another ghost town, where he hands the dossier to Pulaski while Hernandez holds him at gun point.

Tenpenny exits the police car and gets a shovel from the boot before hitting Hernandez over the head. Hernandez falls to the ground and is hit again by a furious Tenpenny as Hernandez had been giving information to internal affairs. Tenpenny, however, is likely to have known about this since Carl was in San Fierro as he did not mention Hernandez when talking about the DA and journalist, only stating that he and Pulaski were the targets. Pulaski also tells Tenpenny that Hernandez was 'taking too long' while on an errand, showing his suspicions. Tenpenny then hands the shovel to Carl and, thinking that Hernandez was dead, leaves 'to get drunk and get laid'. Tenpenny leaves and Carl digs a grave, although he escapes his intended fate with help from Hernandez, who is shot and killed by Pulaski. Feeling sorry and infuriated for Hernandez, Carl then chases Pulaski and kills him after listening to Pulaski's insults regarding Beverly's death and Kendl's relations with Cesar. Carl, who had attempted to convince Pulaski of Tenpenny's selfishness, kills Pulaski by stamping on his head after Pulaski mockingly claims that his last wish is to have sex with Kendl. The deaths of Pulaski and Hernandez effectively end the C.R.A.S.H.

After death

The authorities later arrest Frank Tenpenny and charge him and Pulaski, who they believe is on the run after his body was left in the desert and not found, with racketeering, corruption, narcotics and sexual assault. The case, however, is dismissed by the DA's office due to a lack of evidence. The result of the trial sends the city's poorer neighbourhoods into chaos as riots ensue. Carl also keeps Pulaski's death a secret as Kendl, during the coverage of the case, is unaware of it.

Personality

Pulaski is a hot-headed man and is prone to outbursts of violence, as seen during The Introduction when he violently beats Ralph Pendelbury, almost killing him, although he and Tenpenny have Hernandez kill him instead. He is also extremely confident, often over confident, as seen during High Noon when, despite being chased by Carl, he makes remarks regarding Beverly, stating that half of her face was falling off after her death, and about Kendl and Cesar.

Trivia

  • He owns a white Buffalo, with the license plate reading "PULASKI".
  • Although it could be a mistexture, Pulaski seems to have a tattoo on his right arm.
  • It is unknown how his car appears at Las Brujas as he arrived with Tenpenny and Hernandez in the police car.
  • Whenever he and Tenpenny are traveling in the police car, Pulaski is always the driver, which, coupled with Tenpenny's crash during End of the Line, suggests that Pulaski is the better driver of the two.
  • In Grand Theft Auto: Vice City there are some audio files that suggest Pulaski was in Vice City Police Department before joining Los Santos Police Department and the C.R.A.S.H.
  • The death of Chris Penn makes it very unlikely that this character will return in any future GTA-games that takes place before 1992.
