Mel is a character who apparears in the first missions for Vlad Glebov in Comrades Bar. Mel starts to yell at the bar tender calling him an "asshole" and claiming he's "going back to the meetings". Mickey shrugs this off as a usual thing replying "Yeah, yeah, see ya later Mel." Mel bumps into Niko, and Niko pushes him to the floor. Mel is usually in Comrades Bar in the cutscenes for Vlad.
Later on Niko meets Mel again, as a random encounter. Mel appears to be sober, and claims he's cleaning up his life, but needs to pay back some guys from his drinking days.
