Mel is a character in Grand Theft Auto IV, who appears as a regular in Comrades Bar. In the first mission for Vladimir Glebov, Mel starts to yell at Mickey the bartender, calling him an "asshole" and claiming he's "going back to the meetings". Mickey shrugs this off as an apparent usual occurrence replying: "Yeah, yeah, see ya later Mel." Mel bumps into Niko, drunk, and Niko pushes him to the floor, saying "Excuse me". Mel replies with a quick "Fuck you!" but Niko ignores this and he stumbles away. During the mission Uncle Vlad Roman bumps into Mel slightly knocking him down as well. Mel is usually in Comrades Bar in the cutscenes for Vlad.
Later on Niko meets Mel again, as a random encounter. Mel appears to be sober, and claims he's cleaning up his life, but needs to pay back some guys from his drinking days. When the men he owes money to claim that Mel pissed on their couch, threw their T.V. out the window, and got them kicked out onto the street, they try to kill Mel. Niko successfully defends him. Mel thanks him, and gives Niko the money instead, (keeping ten dollars for himself), never to be seen again.

- Mel is found standing near the Hove Beach police station. If Niko enters the police car often parked nearby, Mel's "random character" icon vanishes.
