Patrick Ligner is a lawyer and co-founder of the Goldberg, Ligner and Shyster company, alongside Tom Goldberg and Dick Shyster. He is not seen during Grand Theft Auto IV but his photo can be found on the official GTA IV website.

According to the law firm's website, Ligner is dedicated to battering society. He became well-known after bankrupting the law school he recently graduated from with only one lawsuit. He went on constructing cases against his undergraduate college, high school, and elementary school. He became the co-founder of the law firm. He wrote the book "Five Easy Ways to Spot a Lawsuit: Rudimentary Case Construction," which became a Liberty Tree bestseller and Weazel News Book of the Week.

He bears a slight resemblance to multi-billionaire Mr. Parker.
