Mel is a male that is first introduced at the start of Vlad Glebov missions in Comrades Bar in which your meet Vlad, for all of his missions. Mel starts to yell at the bar tender and Niko Bellic. Niko later meets Mel again on the street sober. Mel asks Niko for help to pay for the things he may have done while drunk. Niko agrees and escorts Mel to a couple of guys that aren't in the forgiving mood and which fire at Mel causing Niko to step in and handle them. Mel thanks Niko and pays him and that's the last we hear from him.
