Oleg Minkov - Grand Theft Wiki, the GTA wiki

Oleg Minkov is a Russian civilian living in Hove Beach, Broker, in Grand Theft Auto IV. He is extremely paranoid about the government. A government agent at United Liberty Paper hires Niko Bellic to kill Minkov, which he does after a car chase.

Trivia

One of Minkov's e-mails is from ligner@goldberglignerandshyster.com, telling him to quit his investigation. This may mean that Goldberg, Ligner and Shyster law firm is involved with the United Liberty Paper
There is a portrait in Oleg's apartment above his fireplace of Mr. McReary and Maureen McReary. This is because the fireplace model, including the picture frame, was reused in Minkov's apartment.
