It is possible that Reaper was a special agent that worked for the same organization as [[Karen]] and [[United Liberty Paper]] as he is seen entering the building in which they both work during a cutscene for the mission [[Wrong is Right]]. Eugene Reaper was a Liberty City Gun Club member who is featured in Grand Theft Auto IV. In high school, he played football and, during his senior game, completed the game winning pass, breaking his leg in thirteen places in the process. According to a story on Weazle News he is a Computer Technician.

He first appears in GTA IV in a cutscene at the start of the mission "Wrong is Right" when he walks by Niko in front of the United Liberty Paper Building having an argument on his cell phone.
