It is possible that Reaper was a special agent that worked for the same organization as [[Karen]] and [[United Liberty Paper]] as he is seen entering the building in which they both work during a cutscene for the mission [[Wrong is Right]]. Interestingly, if you were to play Three Leaf Clover before beginning U.L. Paper's mission strand, Eugene will still appear in the aforementioned cutscene.

Eugene Reaper was a Liberty City Gun Club member who is featured in Grand Theft Auto IV. In high school, he played football and, during his senior game, completed the game winning pass, breaking his leg in thirteen places in the process. According to a story on Weazle News he is a Computer Technician.
