Luis Fernando Lopez (born 1983) is the main protagonist in The Ballad of Gay Tony, the second and final downloadable episodic pack for the game.
Luis Fernando Lopez is the protagonist in The Ballad of Gay Tony. He is a Dominican-American street gangster associated with the Northwood Dominican Drug Dealers and also works as a bodyguard for club owner and Ancelotti associate Anthony "Gay Tony" Prince. He is also involved in underground fight clubs. According to what Joni says to Luis from time to time, who watches him change in the security room during Club Management, Luis is possibly under the influence of steroids and have made his penis small.

Luis is the 25-year old bodyguard and business associate of Anthony Prince. He is of Puerto Rican decent. It is revealed that he served time in prison as a result of a crime committed with Armando Torres and Henrique Bardas (neither of whom were caught). When released from prison, he was taken under the wing of Anthony Prince, who gave him a job as a bodyguard and manager of his two clubs, Maisonette 9 and Hercules. This has caused him to lose a small amount of respect of his old neighborhood, who view him as somewhat of a "downtown yuppie." He has a brother (who condemns him for his extravagant lifestyle) and sister, both of whom are successful working class citizens that live in the suburbs.
Luis's appearance has slightly been altered from GTA IV to The Ballad of Gay Tony, more detail has been added to his face, and his physique has been changed to a more muscular body.

Luis Lopez is voiced by Mario D'Leon.
As seen in trailers of The Ballad of Gay Tony, Luis' apparel is changeable through the use of pre-set outfits, and will change with different occasions in the game, e.g. when he is managing Maisonette 9 .
